NH Homestead Plan
The NH Homestead Plan is legislation which allows the state to meet its school funding obligation, without requiring the imposition of sales, income or other new taxes, and without requiring expanded gambling.
Features of the plan
- Establishes statewide property tax of $5.50 per thousand
- Establishes "Homestead Exemption" applying to the first $150,000 of equalized assessed valuation of primary residences
- Combined with other state sources currently directed to the state education trust fund, would raise approximately $1,250,000,000 in revenue for distribution to schools statewide
- Would fund all state 'adequacy aid' obligations, without requiring the passage of a constitutional amendment
- Would provide over $250 million dollars of 'targeted aid' to communities in greater need, in addition to full funding of adequacy grants.
- Would provide over $267 million dollars of direct property tax relief to homeowners statewide
- Creates a sustainable and reliable base for education funding for the future
- Lessens the inequity of widely varying property tax rates
across the state
- Reduces property tax bills for the great majority of homeowners
